The International Monetary Fund and Egyptian officials said on Sunday they were working to reach a deal on a proposed $4.8 billion loan in "coming weeks," citing progress in weekend talks in Washington.
"Work will continue with the objective of reaching agreement on an IMF stand-by arrangement to support the authorities' national economic program in the coming weeks," IMF Managing Director Christine Lagarde and Egyptian finance officials said in a joint statement. The talks, held on the sidelines of twice-yearly meetings of the IMF and World Bank, included Egypt's central bank governor, Hisham Ramez, Finance Minister Al-Mursi al-Sayed Hejazy, and Planning Minister Ashraf El-Araby. The statement said Egypt was "firmly committed to addressing its economic and financial challenges with the objective of restoring sustained and socially balanced growth, and they are already taking encouraging actions in this direction". OTTAWA (Reuters) - A Canadian man accused of murdering and dismembering a Chinese student, eating parts of the corpse and posting an online video of the crime will go on trial in Montreal on September 15, 2014, an official said on Monday.
Luka Rocco Magnotta, 30, is accused of killing Jun Lin in Montreal in May 2012, posting a video on the Internet of the stabbing death and defiling the body and eating parts of it. He has pleaded not guilty to first-degree murder, indignities to a body and publishing obscene materials. Jean Pascal Boucher, a spokesman for Quebec's prosecution service, said a crowded court schedule explains why the trial cannot be held until next year. Tens of millions of U.S. dollars in cash were delivered by the CIA in suitcases, backpacks and plastic shopping bags to the office of Afghanistan President Hamid Karzai for more than a decade, according to the New York Times, citing current and former advisers to the Afghan leader.
The so-called "ghost money" was meant to buy influence for the Central Intelligence Agency (CIA) but instead fuelled corruption and empowered warlords, undermining Washington's exit strategy from Afghanistan, the newspaper quoted U.S. officials as saying. "The biggest source of corruption in Afghanistan", one American official said, "was the United States." The CIA declined to comment on the report and the U.S. State Department did not immediately comment. The New York Times did not publish any comment from Karzai or his office. "We called it ‘ghost money'," Khalil Roman, who served as Karzai's chief of staff from 2002 until 2005, told the New York Times. "It came in secret and it left in secret." For more than a decade the cash was dropped off every month or so at the Afghan president's office, the newspaper said. Handing out cash has been standard procedure for the CIA in Afghanistan since the start of the war. The cash payments to the president's office do not appear to be subject to oversight and restrictions placed on official American aid to the country or the CIA's formal assistance programs, like financing Afghan intelligence agencies, and do not appear to violate U.S. laws, said the New York Times. There was no evidence that Karzai personally received any of the money, Afghan officials told the newspaper. The cash was handled by his National Security Council, it added. U.S. and Afghan officials familiar with the payments were quoted as saying that the main goal in providing the cash was to maintain access to Karzai and his inner circle and to guarantee the CIA's influence at the presidential palace, which wields tremendous power in Afghanistan's highly centralized government. Much of the money went to warlords and politicians, many with ties to the drug trade and in some cases the Taliban, the New York Times said. U.S. and Afghan officials were quoted as saying the CIA supported the same patronage networks that U.S. diplomats and law enforcement agents struggled to dismantle, leaving the government in the grip of organized crime. In 2010, Karzai said his office received cash in bags from Iran, but that it was a transparent form of aid that helped cover expenses at the presidential palace. He said at the time that the United States made similar payments. The latest New York Times report said much of the Iranian cash, like the CIA money, went to pay warlords and politicians. In a thought-provoking paper published at arXiv (a non-peer-reviewed journal that’s a favorite of mathematicians and physicists for pre-press papers), Alexei Sharov, a staff scientist at the U.S. National Institute on Aging, and Richard Gordon, a theoretical biologist at the Gulf Specimen Marine Laboratory in Florida,examined recent increases in genetic complexity. They plotted “genome complexity,” measured by the genome size of majorphylogenetic trees, on a logarithmic scale over time. The resulting graph, shown above, determines that life gets doubly more complex about every 376 million years. Sharov and Gordon said the relationship reminded them of Moore’s law, which describes how computers increase in complexity exponentially. Moore’s law holds that the number of transistors on a computer processing unit will double every two years (sometimes given as 18 months), accounting for an exponential growth in processing power. If you use Moore’s law to extrapolate backward from modern computers, you’ll get back to zero in the 1960s, when microchips originated. But if you apply the same logic to the genomic data (going back to a genome size of just a single DNA base pair) the equation doesn’t seem to square – life would have to originate around 9.7 billion years ago. TheEarth itself is only 4.5 billion years old. On its face, the graph seems to argue for the development of life on other planets -- did our pre-cellular ancestors ride here on the back of an asteroid? There are several problems with this theory, though. The major one is that, obviously, we don’t have any 9.7-billion-year-old fossils to confirm what’s projected on the graph. As XKCD -- the popular nerdy webcomic -- illustrates, extrapolating beyondyour data can be a dangerous thing. The “origin point” onthe graph, with a lifeform consisting ofjust a single DNA base pair, is also not really likely to have ever existed. Many scientists think that the early forms of lifeon Earth had genomes made of RNA, or possible some other kind of nucleotide. What might really raise the eyebrows ofbiologists is the fact that Sharov and Gordon used genomesize as a measure of “genetic complexity.”The largest known genome on Earth belongs to either the amoeba Polychaos dubium (possibly 670 billion base pairs of DNA long, though this claim is disputed) or a rare Japanese flower called Paris japonica (149 billion base pairs of DNA). Humans (3.2 billion DNA base pairs) don’teven rank highest among vertebrates; that honor goes to the marbled lungfish,which has a genome made of 130 billion base pairs of DNA. Also, Moore’s law of doubling complexity applies to the development of microchips; it wasn’t designed to describe the behavior of a messy biological process like evolution. Evolution as we understand it now is not a linear path of developing complexity; the theory of punctuatedequilibrium assumes a more chaotic process full of spikes and dips. Short periods can see a furious radiation of evolution and speciation, thanks to a number of factors. A certain trait (like the ability to breatheair) could arise and allow organisms to colonize new territory, or some massive extinction event (like the asteroid blamed for the end of the dinosaurs) clears the board for a new set of species to take over. Boston Bombs Likely Built From Fireworks
A New Hampshire fireworks store has told the FBI that it sold four-hundred dollars worth of fireworks in February to accused Boston bomber Tamerlan Tsarnaev. The gunpowder in fireworks is often used in bombs. "He just wanted the biggest, loudest stuff we had in the store," said Megan Kearns, the assistant manager of Phantom Fireworks, in an interview with ABC News affiliate WMUR . Kearns said Tsarnaev -- the older of the two brothers now accused in the blast -- bought two large reloadable mortar kits during a two for one sale. She said she remembered Tamerlan because of his Russia accent. The store has since confirmed his purchase with store records. "Pretty much the only thing that was remarkable about him was that he had a Russian accent, which we don't get too many people in here who have Russian accents," she said. The amount of gunpowder that could be harvested from the kits—less than half a pound—would not have been enough to detonate the Boston bombs, Phantom Fireworks VP William Weimer said. Fireworks have often been used by terrorists to power their bombs, including by the man who tried but failed to detonate a car bomb in Times Square. He bought fireworks from a different Phantom Fireworks store, in Pennsylvania. "Fireworks will give you what you need in terms of blast," said Kevin Barry, Retired Detective First Grade, NYPD Bomb Squad. Barry told ABC News that while the ingredients are easily purchased – the actual assembly instructions are still hard to find and follow. "What it seems they did was purchased commercially manufactured mortars, ripped them down and ripped out the powder," he said. "When you confine this powder in a pressure cooker it is very powerful." The charging document filed in the case against 19-year-old Dzhokhar Tsarnaev also notes that FBI agents found "a large pyrotechnic" in his college dorm room. Federal agents have analyzed the two pressure cooker bombs used in the Boston Marathon attack and confirmed early speculation that the other components were also built largely, if not entirely of commercially available items, including parts of a remote control toy car, BBs and small nails. The analysis was circulated to law enforcement agencies Tuesday evening in a federal law enforcement joint intelligence bulletin. The report notes that a similar device was found in the thwarted 2010 attempt to set off explosives in Times Square. Five people were reportedly killed in a shooting in Manchester, Ill., Wednesday morning prompting the closure of three area schools, Fox2Now.comreports.

Photo: RIA Novosti While American authorities are questioning Dzhokhar Tsarnaev, accused of organizing the terrorist attacks in Boston, conspiracy theorists are putting forward alternative versions of the events. The Natural News and Info Wars sites have studied the photos, which show at least five people wearing pants that are part ofthe Battle Dress Uniform, and they were also wearing identical black jackets with a logo inthe form of a skull, which very closely resembles the informal emblem of the SEAL units. In addition to SEAL, this logo is used by private military firms consisting of veterans of special divisions of the Navy:this is the well-known “Blackwater” (now – Academi), which became famous for the murders of peaceful Iraqis. But, according to many bloggers, the photos represent the staff of a similar security company called The Craft International. Users have found out that they were near the scene of the accident; they stood near a minibus with a folded special communication plate, and immediately after the terrorist attack the employees of thisorganization were seen with weapons and Geiger counters. But what was more important, the users noticed that the backpack, containing the explosive device, was very similar to the one worn by the staff of The Craft. While reporting about the possible involvement of The Craft, some TV channels, including “Russia 24″, added photos of two other persons, whom the bloggers and some media earlier named suspects in committing the explosions. Later it turned out that they were ordinary spectators, and they have no relation to the terrorist act. The version about the involvement of The Craft in the organization of the terrorist act was picked up by TV presenter and journalist Alex Jones, known for thinking out conspiracy theories around all relevant political events and incidents. He had previously stated that the terrorist attack was planned and organized by the US authorities in order to accuse radicals andconservatives of the Republican Tea Party movement and to push through the expansion of the powers of the law enforcement bodies. A little later, he advanced another theory: in his opinion, the terrorist attack was intended to distract the public from the publication of the report on tortures of prisoners in the CIA secret prisons, which cast a shadow on the administrations of both George W. Bush and Barack Obama. It is difficult to call the very presence of The Craft at the finishline of the Boston marathon suspicious:the organizers of the competition from thecity administration could hire them in order to ensure safety. However, the bloggers have noticed another interesting detail. In February 2013, two and a half months before the terrorist attack, the most celebrated US sniper Chris Kyle was shot dead in the United States. Amazing coincidence: he was one of the founders of The Craft. According to the assumption of conspiracy theory adherents, Kyle was aware of the planned“special operation” during the Boston marathon, but wanted to prevent it;that was why he was liquidated in the course of a staged assassination attempt. Neither the US government, nor the press-service of The Craft responded to this conspiracy theory version. The Dow Jones industrial average fell more than 150 points after the fake Twitter posting, then quickly recovered. Other markets also reacted to the fake posting. The price of crude oil fell, then rose back. The yield on the benchmark U.S. government bond, the 10-year Treasury note, briefly dropped as traders shifted money into low-risk investments. The turmoil lasted for about five minutes.
