Declaring in advance of any information about the incidents at all, who is responsible and why, and how people who the writer is well known to be prejudiced against will respond, is the conclusion jumping.

It is a simple logical fact of existence, that problems are only fixed by addressing the problems themselves. Not by making up fantasies about the problem, and then attacking the imagined concerns.
