why is it that someone can say they want to meet you but when you say you are going to they come up with an excuse not to???

I am guitly of this. For me...I get nervous. I worry that the person may not like me when they see me or they may over like me and try to be all over me. So may be they are just nervous. Give them more time. Be patient.
