Just want to note that I hate the conflation of scifi with horror, as they really aren't the same thing. That said...

Two excellent choices. Dark City for originality and special effects but 12 Monkeys for the single best performance of Brad Pitt and brilliance by Terry Gilliam.

Wow! What a hard choice. Babylon 5 was one of the best written sci-fi series ever. Farscape was funny beyond belief and exhibited excellent satire of a number of current events. Not all Farscape episodes were great but some were brilliant and the overall show was a classic. I have copies of both.
