I tried to message a member I've never seen before and it said that I was ineligible to message her. what does that mean?

It may mean she has mail filters in place meaning that only guys who fulfill her criteria can message her. You can see this at the bottom of her profile. Wait, what? You can set criteria for who can message you? where? And will you still see them in other places like who viewed or messaged or favorited you notifications?
