Even Cliven admits that he doesn't own the land. What he does own are the grazing and water rights and that is all he wants. He states the land belongs to the state of Nevada, specifically Clark County. He is willing to pay Clark County any fees they ask, but they keep refusing the fees, hence by law once refused, not owed.

His objection and fight has always been the hijacking of the land by the federal government to come in and control the land and the people on the land. Can't have freedom now, can we.
