I dont think a healthy relationship works without both but I think dedication is more significant, because passion orbs and wanes ,,,,

Dedicated passion. Or Passionate dedication. Whichever is needed, at any given time.

I personally believe that it is dedication through being passionate about a particular person. If you have no passion about the other person in some form or fashion it's doubtful the dedication will ever be there. JMHO
