WASHINGTON (Reuters) - President Barack Obama's plan to loosen some requirements of a visa law spurred by the deadly attacks in Paris met with open resistance from both Democrats and Republicans in the U.S. Congress on Wednesday.

The measure, which went into effect in late January, requires that citizens of 38 countries who previously were able to travel to the United States for up to 90 days without a visa must now obtain one if they have visited Iran, Iraq, Sudan or Syria since March 1, 2011.

Ed Royce, the chairman of the House Foreign Affairs Committee, on Wednesday said he wanted to add Libya to the list of countries covered by the restrictions.

At a hearing of the House of Representatives Homeland Security Committee, lawmakers voiced particular concern over exempting from the new visa clamp-down some travelers who visit Iran, including those conducting business.

"Nowhere does the law include this authority. In fact, Congress explicitly rejected the waivers requested by the White House," Chairman Michael McCaul, a Republican, said.

Lawmakers enacted the visa restrictions on fears that travelers from the mainly European countries in the Visa Waiver Program could easily travel to the United States even if they have, for example, visited countries like Syria, Iran or Iraq, where militants are active.

The Nov. 13 attacks in Paris stirred fears about such travel. Some of the Islamic State attackers who killed 130 people that day held European passports that would have allowed them easy entry to the United States.

Representative Bennie Thompson, the Homeland Security Committee's top Democrat, echoed Republican concerns about Obama's announced plan to allow visa waivers for foreign business people who travel to Iran.

"I have some questions about how the (Department of Homeland Security) would go about determining the legitimacy of the business-related purposes," he said.

Administration officials countered that they wanted to shield journalists, humanitarian aid workers and employees of other international organizations, as well as business people helping economic reconstruction efforts in Iran and Iraq in particular, from the tougher requirements.

Individuals must qualify for the Visa Waiver Program, with background checks against U.S. counter-terrorism and law enforcement databases. State Department counter-terrorism official Hillary Johnson told the committee there are regular reviews of those who are approved.

Gil Kerlikowski, U.S. Customs and Border Protection commissioner, told the committee an estimated 500,000 people who come into the country under the waiver program have overstayed their visas. He said he did not know how many of them might have traveled to Iran, Iraq, Syria or Sudan.

Administration officials expressed concern that if the United States fails to loosen some of the new restrictions, foreign governments might cut back on information sharing, or impose awkward new visa requirements on Americans who travel to their countries.

Iran is the first country listed as those actually requiring visitors to obtain a VISA.

Obama did not go to war with Saddam. He didn't CREATE the artificial shortages raising diesel to $6-7 a GAL and gas to $4-5. That, along with the ever-growing defense budget AFTER Rumsfeld announced the Pentagon couldn't account for $6 BILLION on September 10th 2001, killed our economy forcing the bailouts.

So Obama was bought by Superpacs. He still inherited domestic and foreign crisis. You don't like how he and OUR CONGRESS handled it? Change CONGRESS. Don't like foreign policy? Change CONGRESS. Don't like wall street? Change CONGRESS.

Considering who has the political power and who actually buys elections (vs fixing an election for yourself or your party) has anyone ever considered that Obama was handed the reigns by the fixers on the condition that certain deals or actions would take place under his administrations? Anyone who has seen the Zapruder film knows that a president can be murdered just like a normal citizen. Bobby was clipped before he made it into the WH because they knew he would find and prosecute everyone involved and push his brother's legacy ten times harder than JFK did.

Make the people believe an 'outsider' will put the party back on the right course when he/she is the epitome of the establishment or a democrat under a republican toupee. All while women eget the green light for combat roles ( ) with minimal ojt heading into a quagmire worse than Iraq was with far more major players fighting amongst themselves in what was already an impossible situation if Geneva convention rules of engagement apply (for only US). On top of the sectarian violence rematches you have at least 3 perhaps as many as 10 major military contingencies in Iraq and Syria alone. Pharmacies and drug companies are merging at an alarming rate. Vote fraud and districts being challenged and redrawn DURING an election. This hurts everyone. The recession and housing bubble hurt millions of families. Permanent job cuts and hour reductions. High turnover, heroin again..... Vet suicides skyrocketing. A supreme court justice possibly murdered, no autopsy, pronounced dead via phone. This isn't the time for your mama jokes, For now I'm hoping against hope that Kasich and Sanders run the table just so we don't have to look at a dynastic celebrity death match. Rand and Graham showed their supporters they didn't care for the substance and issues enough to stay in which makes me wonder a second time for Rand at least if he ever cared about anything after jumping ship on his dads campaign. That's a cheap plastic spatula. Can't stand up to the heat and just adds to the cost for the consumer who has to spend more money on the more expensive one they would have ended up with anyway.

When I talk about parties being infiltrated and subverted I don't mean bipartisanship. I mean the lines blur and when you see clear you've got an official in the opposite party contingency. Trojan candidates. Shapeshifters, flipfloppers, two faced schizoid psychotic war mongers. The elections in large parts are not under our controland the sooner we realize that as a Nation and put forth a majorly concerted effort to make reasonable changes that give that power back to the people we are in trouble.

Believe what you want but we cannot afford another 10--15 years of a new war that will result in further power vacuums to perpetuate a series of instant replays.
