Waldport man accused of using 2-year-old daughter as human shield

WALDPORT, Ore. -- A Waldport man used his own two-year-old daughter as a human shield to protect him from police officers’ Tazers, authorities said.


The little girl was not tazed and the officers managed to rescue her.


Police said it started as a domestic disturbance at a home in the 300 block of SW Cedar in Waldport.


David Conrad Elliot’s grandmother called 9-1-1 for help because he was “highly intoxicated and acting aggressively” at the home, according to Mark Meister, Patrol Sergeant with the Lincoln County Sheriff's Office.


Elliot was confrontational and deputies arriving on the scene drew their Tazers as they tried to talk him down, Meister said.


Then, deputies said Elliot picked up his two-year-old daughter and held her between them and the Tazers.


Deputies were able to get the child to safety unharmed and eventually arrested Elliott. Once in custody, they said he caused extensive damage to a patrol car and urinated in the back seat while being transported to jail.


Elliott, 46, was booked in the Lincoln County Jail on charges of interfering with police, reckless endangering, resisting arrest and criminal mischief.


Bail was set at $ 117,500.00.
