the laws were mostly executed against lower income folks to punish their 'crimes', while higher income folks had the networks, know how, and attorneys to pretty much get slaps on the wrist or receive help for their 'addictions',,, |

I always thought the war on drugs was to make lawyers money. and yes, it was mainly poor that it focused on.
