OVIEDO, Fla. -- A 19-year-old woman had asked sheriff's deputies for protection from her ex-boyfriend hours before he was accused of killing her and another man, authorities said.

Tiffany Barwick, a Seminole County Community College student, reported that ex-boyfriend Andrew Allred, 21, had raided her bank account, tampered with her MySpace page and sent an e-mail to her friend, Michael Ruschak, threatening to kill him, according to a sheriff's report released Wednesday.

A Seminole County sheriff's deputy replied that he could do nothing at the time and suggested she seek a restraining order.


Hours later on Monday, Barwick and Ruschak were fatally shot and another man was wounded during a party at Ruschak's house. Allred was arrested later and confessed to the shootings, deputies said.

Deputy Peter Sean Brewer, who met with Barwick and Ruschak, wrote in his report that "Allred's actions did not meet the necessary elements for a charge of assault ... and as such, I could not arrest him for making those threats."

The deputy who responded to Barwick and Ruschak's complaints did "the best he could," Chief Deputy Steven Harriett said.

"The deputy and everyone in this department truly regrets that these two young people lost their lives in this way, but the deputy had to deal with the information available at the time," Harriett said. "He made a decision he thought was the most appropriate."

Acquaintances said Allred was bitter about his breakup with Barwick and directed his anger at her and Ruschak, a student at the University of Central Florida.

The scary thing to me is that my ex just did the same thing..I mean, he hacked into my Myspace account and threatened another ex of mine and my best friend.

And, of course, the police are no help...tragedies like that make me angry...

I have had to deal with domestic violence sadly. It is just a joke with that "restraining order" or "order for protection". The PO PO just wont STOP much especially if you dont HAVE lets say BIG MONEY. Now if i lived on the HIGHER SNOOTIER SIDE OF TOWN..they would be on it faster than a good ol suthern BBQ!! BUT if your just a single woman on a single income they wont help. Its just a piece of paper and NO ONE has a guarantee they will actually PROTECT YOU. The ONLY reason these "protection orders" are there? For a paper trail in the event the ABUSER murders YOU. And of course.....just look at the JUICE. Nicole Simpson was about decapatated and still murdered by him.
The one thing that REALLY offends me is seeing innocent men getting hit with restraining orders by VINDICTIVE WOMEN just seeking some sort of REVENGE by hanging a "he hit me" syndrome just to be a big BI$CH. AND sadly some of these worthless BI$CHES also pull the "he's an abuser" to use the wee ones they have together as a weapon against him. I do notice fellas and being FAIR here i know some MEN have been known to do the same to the wife/partner. Either way its made a real JOKE out of something that was SUPPOSED to be set down to HELP women like myself who WERE abused and in my case SERIOUSLY INJURED. I finally had to flee my home state to escape the man who abused me for YEARS and then finally standing up saying NO MORE he stalked me for another FIVE YEARS after the divorce.
Its really tragic with the entire JUDICIAL SYSTEM here in America TLW but in my case i AM a survivor and a much more DYNAMIC woman today! You just cant keep a good woman DOWN.
