doesn't the constitution OUTLINE the things the oath doesn't specifically mention,, therefore making those things also part of the oath?

doctors don't take oaths that state specifically they will 'save lives' or 'reduce pain',,,, but its part of their job when they 'do no harm'

No, but he can issue an Executive Order which can sometimes be more dangerous and he can make recess appointments, which Obama has done while Congress is in session.
