Not sure how much truth there is to that statement globally, I'm dark skinned and hair and I highlight my hair in summer: in Mediterranean countries and S.America I blend in; in South Africa I'm an immigrant, and in Nordic and western EU I get lots of attention because I am dark while the balance of the natural inhabitants are fair and blonde.

My family are all from the Med and are all extremely dark but my grandfathers were both blonde with blue eyes and fair skin - and my blonde haired, green eyed brother has only ever been attracted to dark haired women, his wife to be is Chinese, and my dark haired transparent skinned younger brother prefers brunettes ;-). There is only one other cousin out of many, married to a blonde (like 2K she does it from root to tip) - the rest preferred and married brunettes.

As Crystal also mentioned: one common factor all the women have though is long, luscious hair!
