This isn't a hard question. Even if government actually, truthfully, had some credit for developing the rudiments of what we cann the internet today, there is no justification that could be made that such credit should define who the internet belongs to.

The government isn't a private party. It has no rights. It can not claim a property against what the people ALLOW it to have.

If the government is too stupid to use the internet safely, oh well, they the government should be disallowed it's use. Just like you would disallow an access of a small child to anything it may find, that you deem to be too dangerous and inappropriate for that child.


DARPA, ARPA ARPANET was first designed for use by the Military as a disaster-proof nationwide computer system.

It would do away with the need of a centralized control station which could be knocked out, thus shutting down communication altogether.


ARPA was first it was the organization that would become DARPA. ARPAnet was the name given to the original internet.

China aren't the only ones who are using the internet as a weapon again their opponents. Russia has been accused of attacking Estonia with DDOS's because of Estonia's political distancing from Russia.

I don't think we could stop any one country from having access to internet without causing great collateral damage. If you study how the internet works and physical connections made to make it possible, then you will see that trying to physically take out an enemies internet is likely to cause disruptions to allies in that neighboring areas. DDOS's are an effective weapon, but with a good defense don't do much damage. Worms and virus' have effects that are to wide to effectively control and could come back to hurt us.

WHY DON'T THE GOVERMENT SIMPLY ENCRYPT THE INFORMATION USING ONE OF THE HIGH LEVELS OF ENCRYPTIAN CODES? THEREFORE, THEY'RE THE ONLY ONE'S WITH THE KEY.... ONLY DOWN SIDE TO THIS IS IF A MOLE IN THE GOVERNMENT 'ACCIDENTALLY' LOSES THAT KEY FOR A FEW BILLION DOLLARS... HOPEFULLY, NOT CHINESE DOLLARS!? ;)

Because if they did, then how are they going to make the sheep mad with chinese? You have to make the average American mad, before he approves some nasty action against the hated enemy.
