"This user currently does not have any testimonials." Does this mean that as a member, we can give or get testimonials and can everyone see them

Yes. But you have to be on their friend's list to give them, and they yours to give.

Anyone's designated Friend (on their 'Friends' list) can contribute a Testimonial to that Friend. (This renders control over what is said.) The member who is getting the Testimonial can decide whether or not they will be visible to everyone else: http://mingle2.com/user/edit_profile last option, lower right.
