Trying to mail a friend of mine, but they're (the mail) is not getting through. they say mail received, but no message is present??

Are you absolutely sure they are not deactivated? Or that the email did not trip the censors?

I am positive they have not deactivated their account, we've been talking on the forums for about a week now, and for the last hour also. as for the censors, there was no foul language. last message I sent "well this is aggravating, no message service "
