Video released of traffic stop in Sandra Bland case:



PRAIRIE VIEW, Texas – Lt. Gov. Dan Patrick, State Sen. Royce West and the Chancellor of the A&M University system joined Sandra Bland's mother and relatives at Prairie View A&M University Tuesday afternoon for a private meeting and news conference.

Afterwards, the Texas Department of Public Safety released dashcam video of Bland's arrest.

At the news conference, Sen. West (D-Dallas) said the confrontation began when Bland refused to extinguish a cigarette during the traffic stop. The video shows that after Bland declined to put it out, the trooper tells her to step out of the vehicle.
Bland gets argumentative with the trooper, telling him he doesn't have the right to tell her to get out of the car. She refuses to comply as the officer attempts to pull her out of the open driver's side door.

The trooper, Brian Encinia, then threatened Bland with a Taser, warning her, "I'm going to light you up!" Bland then steps out of the car, though she continues to argue and curse at the trooper and ask why she is being arrested.

Later in the video, Bland tells Encinia he slammed her head on the ground and she has epilepsy. He responds, "Good."

West said Bland did not deserve to be taken into custody.

Sandra Bland is the African-American woman found hanged last Monday in the Waller County Jail in an apparent suicide.

A state trooper arrested her three days earlier on Friday, July 10, for assaulting a public servant during a traffic stop in Waller. The trooper initially stopped her for not signaling when making a turn.

The lawyer for her family told NBC News that the dash cam video shows that the encounter became confrontational after Bland refused the trooper's demand to put out her cigarette.

DPS said the trooper who stopped her violated the department's courtesy policy, though it's unclear exactly what he did.

Three days after being locked up, jailers in Waller County found Bland hanged with a plastic garbage bag that was in her cell. But her family doesn't believe the 28-year-old woman would kill herself.
