We'll see. From what I've read, there have been a LOT of such "study groups" being created under Trump. A study group doesn't usually do anything, they look and make recommendations. And spend tax payer money.

There are something like hundreds to thousands of different, disparate, systems in use "throughout the American election system." For it to be in any way effective he would have to create an entirely new agency.
