Recall on hamburger Nov 2019 ...

Is that what you're advocating?

Because the article you linked says they don't know the specific source of the salmonella hamburger. Also, that they are just warning people to thoroughly cook their meat to a proper temperature before consuming, and to wash thoroughly hands/utensils after contact with raw hamburger.
There isn't a recall, based on the linked article.

From the article:
"The CDC is not advising that consumers stop eating thoroughly cooked ground beef, or that retailers stop selling ground beef at this time. "

Not to mention:
"Salmonella cases were reported in California, Colorado, Kansas, Texas, Iowa and Oklahoma."

That's about 80 million people.
80,000,000
1 person died.
10 people got sick.

From the article: "The illness usually lasts four to seven days, and most people recover without treatment."

So are you saying you would like to see a recall of all hamburger?

Indeed, there has not been a recall of hamburger.

By the way, I am a victim of the salmonella outbreak.
