Because your chests are nice :) Besides, that's not ALL we start at! I mean, if you have big boobs and are wearing a shirt that has a receding neck line, then yeah, your boobs deserve to be stared at. Seriously though, I find more pleasure in actually talking to women and getting to know them rather than staring at their chests... Although, if a girl walks by with her boobs sticking out of her shirt, i don't think i'd be able to help but look :P

Some guys weren't raised with manners. Others just know what they like and don't feel any shame in expressing it. Others guys just really suck at hiding it. We're men, and we're pigs at heart. A fair number of us have some decency and won't stare, others just don't know any better.
