Here in N.Y. there is a delay on refunds because of some tax/software issues with the I.R.S.
but if we messed up some how paying those taxes....the I.R.S. would'nt stand for it

I'm not very smart when it comes to tax & numbers and junk like that...  but I have been investigating and I think it affects people who has to file a 1040 form (which is me ) I'll just wait it out and ask my tax preparer in a few weeks.
