I have had to experience this situation and my dogs came first. I can go to a food bank and get free food. Rice, pumpkin and some kind of meat. Usually a can of soup feeds them until the finances came. Also certain stores at certain times give free samples. My dogs ate weird food sometimes, but they had food. We have so many options where I live that no animal should go hungry.
