The motive for the attack was not immediately clear, however the assailant reportedly asked at least one of the victims about their religious beliefs before assaulting them.

“That individual made some references to Allah and we have confirmed that he asked at least one person if they were Muslim before he assaulted them…That suspect was confronted by an off duty police officer and summarily shot and killed,” said St Cloud Police Chief Blair Anderson.

A spokeswoman said eight patients were admitted to St Cloud hospital, but none are believed to have life-threatening injuries.

Congress Investigating Obama Admin-Funded Campaign to Unseat Israeli PM

Congress on Friday launched a wide-ranging probe into a secret Obama administration-funded campaign to unseat Israeli Prime Minister Benjamin Netanyahu, according to information exclusively obtained by the Washington Free Beacon.

The probe comes on the heels of an internal government report determining that the State Department provided hundreds of thousands to an organization that plotted to unseat Netanyahu in the country’s 2015 election.

Obama administration officials were found to have deleted emails from State Department accounts containing information about its relationship with OneVoice, the non-profit group that led the effort.

OneVoice, which was awarded $465,000 in U.S. grants through 2014, has been under congressional investigation since 2015, when it was first accused of funneling some of that money to partisan political groups looking to unseat Netanyahu. This type of behavior by non-profit groups is prohibited under U.S. tax law.

A group of nine leading lawmakers led by Sen. David Perdue (R., Ga.) are now formally petitioning the State Department to come clean about the effort and provide answers about how U.S. taxpayer dollars were permitted to be spent on an organization working against the elected leader of America’s closest Middle East ally, according to a readout of the investigation obtained by the Free Beacon.

“State Department officials failed to properly vet the OneVoice grant proposal because they failed to properly conduct an analysis of risks in the pre-award phase,” the senators wrote in a letter to Secretary of State John Kerry. “Unfortunately, it seems that inconsistency and apathy toward oversight of such grants at the State Department is not new. Our aid dollars should be going toward solving real problems, not contributing to the destabilization of allied governments.”

The lawmakers—including Sens. Ted Cruz (R., Texas), Mark Kirk (R., Ill.), Orrin Hatch (R., Utah), Mike Lee (R., Utah), and Johnny Isakson (R., Ga.) among others—wrote that the State Department turned a blind eye to OneVoice’s highly partisan activities and failed to perform proper oversight about how U.S. funds were being spent by the group.

“State Department officials utterly failed to follow established procedures and guidelines to properly identify, mitigate, or guard against any risk that OneVoice would misuse these funds before, during, and after the grant period,” the letter said. “As a direct result of these failures, OneVoice was able to use the more than $300,000 grant to build campaign infrastructure and resources which later were deployed in support of a negative campaign against Prime Minister Benjamin Netanyahu, his Likud Party, and the democratically elected coalition government of Israel during the 2015 Israeli parliamentary election.”

State Department officials were aware of OneVoice’s partisan activities, but still permitted the grant money to be awarded, according to the senators, who are pushing for the administration to take disciplinary action against the officials involved.

“Despite knowledge of such activities, State Department officials failed to adequately document any assessment of the risk that OneVoice might continue obstructive efforts against a certain political party in the event of an election,” the letter stated.

“State Department grant policies and procedures are in place to ensure that taxpayer dollars are used to fund U.S. government initiatives and further U.S. interests,” the letter said.

The senators require the State Department to answer a series of questions about the grant, including how it vetted OneVoice and why proper oversight methods were not employed.

They also are seeking to determine what “disciplinary action” is being taken against U.S. officials who knew about the plan to unseat Netanyahu but failed to take action to report this behavior.

2nd 'potential bomb' safely removed from Manhattan scene - police

A “potential” second explosive device has been safely removed by the NYPD Bomb Squad from a site near the Manhattan area which was hit by a probable homemade pipe bomb earlier in the day.

UPDATE: The suspicious device on West 27 Street in Chelsea has been safely removed by the NYPD Bomb Squad.
— NYPD NEWS (@NYPDnews) September 18, 2016

As a “precautionary measure” the NYPD asked residents at the site of the second suspicious device on 27th Street to evacuate the area. People have beeg urged to stay away from windows as police proceed to “clear the suspicious package.”

The suspicious package on 27th Street between Sixth and Seventh avenues was discovered as authorities examined the area following the first “intentional” explosion that left 29 people injured in the Chelsea neighborhood of Manhattan.

After the initial outdoor explosion occurred at 135 23rd Street, between Sixth and Seventh avenues, federal and city authorities established a safety parameter, within which they later discovered the second “suspicious” package.

The second device a few blocks from the scene of a Manhattan explosion appears to be a pressure cooker attached to wiring and a cellphone, CNN reports citing sources.

The FBI Joint Terrorism Task Force, the Federal Bureau of Alcohol, Tobacco and Firearms and a New York arson and explosives task force are assisting in the the investigation. The NYPD stressed that despite the precautionary measures they were “not evacuating the area.”

While NY city mayor Bill de Blasio previously claimed that there was “no specific and credible threat against New York City,” the discovery of the second package could challenge that claim, especially after another improvised device exploded on Saturday morning in New Jersey, just across the Hudson river.

“Actually, it was a very loud explosion that has shaken the entire building. The area was packed with the people and the security [guards] have evacuated everyone within five minutes,” Camelia Entekhabifard, an eyewitness, told RT on Sunday.

“It’s not a common thing in Manhattan, I’ve been here even during 9/11 and I guess that sort of memory has been washed off, and I’m feeling that this explosion will have an impact not only on the people but on the [UN] General Assembly which is starting on Monday.”

New York Fire Department Confirms 26 Injured in Massive Explosion in Manhattan

https://sputniknews.com/news/20160918/1045422950/manhattan-explosion-bomb-blast-terror.html/

On Saturday, a massive explosion rattled the Chelsea area of Manhattan. People reported hearing the large blast on social media with the New York Fire Department subsequently confirming that an explosion had occurred. New York City issued an emergency alert telling people to expect traffic delays in the area. At least 25 people have gotten light injuries, according to the New York Fire Department. At least three people were hospitalized.

Multiple injuries reported, according to local Pix11 news, from the massive blast that occurred at 135 23rd St. in downtown Manhattan between 6th and 7th avenue. The explosion comes after a pipe bomb was planted near the starting line of a marathon in nearby New Jersey. People have been advised to stay away from the area. The blast has not impacted the city's subway and train system at this time.

Fox 15 news reports that at least 26 people were injured in the blast but the severity of their injuries remain unknown at the present moment. It also is unknown whether the explosion was caused by an act of terror or some natural cause.

One social media user under the handle @Shield1631 claims to have uncovered an IED explosive device that was placed in a garbage can in a manner similar to the explosion that occurred at the New Jersey marathon earlier on Saturday. The identification of the device as the cause of the explosion has not been confirmed by authorities, however.

The New York Fire Department's bomb squad has arrived on the scene to inspect the damage and determine whether there remains any not yet exploded devices in the vicinity according to local reports.

The Daily Mail reports that it is believed that the structure at 135 23rd St. may have collapsed following the major explosion with reports on social media that the blast shook the entire neighborhood.

The NYPD Counterterrorism Unit has been dispatched to the scene with eyewitness reports that police are conducting searches in the vicinity of the explosion, checking for additional explosive devices in the area.

So far it is known that the blast was caused by an improvised explosive device placed in a dumpster — similar to the explosion Saturday morning at a marathon in New Jersey — and that at least 25 people have been injured by the explosion. The FBI, ATF, and bomb squad are on the scene.

The New York Police Department's Counterterrorism Chief James Waters acknowledges that the unit is responding to the explosion in Chelsea neighborhood of Manhattan and that more details are to follow.

The video below shows what is believed to be the garbage can that the explosive device was placed into near the scene of the explosion being looked at by New York City fire fighters.
