I would try again to message him. I will give myself a second chance rather than not doing anything if I'm really interested to a person. NO is not always no. I believe in right timing and everythings happen for a reason.

I myself don't reply, if I don't feel like them. It's my way of not wasting either of our time. Replying to someone's mail means you like them or just simply acknowledging his/her msg.. just trying to be nice. Some people, after exchanging convo...they are asking for your skype or viber because they wanted to have a direct contact with the person.
