FIRST of all, 9/11 happened in under the first year of his Presidency and was a hand over of Bill Clintons mulpital failures to react not only to OBL but his entire orginization.

The DC sniper does not fall into what we are talkig about. Neither was connected to ANY overseas extremist network but was a criminal act to train and prepair to kill his ex wife. His objective was not the objective that AQ or the Taliban have.
