Clearly you have known for a year that he likes you yet nothing has happened, why do you think that is? You mention their is an age difference between you so you probably have some concerns about it. the age difference doesn't necessarily have to be an issue if you can find common ground.

if you do decide to give it a chance you may want to talk individually to both your brother and his friend that what is between each of you is just between each of you.
this worked when my good friend introduced me to her brother.
I told her I value her friendship so what's between me n her is between me n her. what's between her brother and me is only between him and me and their sibling relationship is between each of them.
