How to give respect?
Errrr... by being a normal human being? By taking someone else's feelings and norms & values into consideration without compromising yourself.
The thing you normally do with people, whether you know them or not.

To whom would you like to show respect and in what situation?

Depends on the situation.

But if you mean towards random strangers you run into in public you give respect by being considerate towards others in a given situation.

If you mean towards your mom, or date, or friend, someone you have a relationship with, then it's usually by actively listening to them, seeing things from their perspective, and offering advice or opinion relevant to them and their abilities rather than telling them what you'd do if you were them, or what they should do because you think so, value their input/life/abilities and communicate that verbally or through behavior.

If you mean on the internet, there's no real rule, no matter what you do someone is going to take offense and think you're disrespecting them.
I mean "she didn't respond to my email! No manners anymore!" or "omg! She responded to my email and rejected me! She thinks she's too good for me, that fat whore! I'm going to tell her so!" or "WTF?! She responded to my email but she didn't ask me any questions! She's stuck up and thinks I should carry the conversation!"
