I think we all have the tendency to do that Toody. Like when having a tough day and taking it out on your partner at home. It's not intentional but is unfortunate when it happens.

Those that do so in a violent way need to be locked up.

Why are people who are in a relationship jealous at any level?

Let’s assume they have never cheated or been cheated on. Where does that emotion come from?

Jealousy is a very harmful emotion , never about love , some people think it is .People become/are jealous because they feel unworthy , unlovable , not good enough etc .

It's about the jealous persons lack of positive self regard and never about the one on the receiving end.

I had only one guy I was jealous of. I don't really know why but I loved him deeply. I walked away because I didn't want to feel that way.

Losing things you care about one way or another, through cheating or anything can create a lot of insecurities.
Even assuming someone has lead a gifted life and is humble, even they may not be okay with losing someone they hold dearly. So being jealous can happen to pretty much anyone.
I think it's something left over from something far more primitive when we had the territorial drive to spread our seed and destroy all competition like any other animal on earth.

I kinda agree with Mr.D, it seems to be a primal instinct of some kind. It's a natural thing and all animals have some form of it. It really comes down to how we handle it though.
