Spooky Sounds From the Arctic Sea Prompt Canadian Military Probe

The noise is alternately described as a pinging sound, a hum, or a beep, and has become such a problem for hunters that the Office of the Premier of Nunavut called on the Department of National Defence (DND) to investigate.

“The Department of National Defence has been informed of the strange noises emanating in the Fury and Hecla Straights area, and the Canadian Armed Forces are taking the appropriate steps to actively investigate the situation,” DND spokesperson Evan Koronewski told Motherboard.

Recently, mining and tourism has become more popular in the area, and some have speculated that the sounds are coming from operations being carried out by Baffinland Iron Mines Corporation. The corporation denies that they have anything in the works that would make such a noise.

"That's one of the major hunting areas in the summer and winter because it's a polynya," Paul Quassa, a member of the legislative assembly, told the CBC. A polynya is an area of open water surrounded by ice — which is usually abundantly inhabited by marine mammals.

"And this time around, this summer, there were hardly any. And this became a suspicious thing."

The area is specifically known for bowhead whales — which has led some locals to accuse Greenpeace of trying to sabotage the hunting season.

"We've heard in the past of groups like Greenpeace putting in some kinds of sonars in the seabed to get the sea mammals out of the way so Inuit won't be able to hunt them," Quassa said. No ships have been spotted in the area to substantiate these theories however.

The organization also denies these charges.

"Not only would we not do anything to harm marine life, but we very much respect the right of Inuit to hunt and would definitely not want to impact that in any way," Farrah Khan, a spokeswoman for the organization, told Motherboard.

So far, the mystery continues and nobody has a clue what could be making the noise.

"As of today, we're still working on it," another member of the legislative assembly, George Qulaut, told CBC. "We don't have a single clue."

US premature birth rates increase for 1st time in nearly a decade

Pregnancy is the US is becoming increasingly risky. For the first time in eight years, the rate of premature births has increased, from 9.57 percent to 9.63 percent. That number is even worse for racial minorities who face a higher risk of early labor.

Kazakhstan, Bolivia and Iraq all had lower rates of premature birth than the US, according to the March of Dimes, an organization working to end premature birth. It has given the US a “C” in its latest Premature Birth Report Card after the overall rate of preterm births crept up in 2015.

Premature, or preterm, birth is defined as birth before 37 weeks of pregnancy. Along with the potential health risks to the child, there are also financial burdens following a premature birth. While some infants can be born preterm with few health problems, others experience severe issues such as intellectual delays, cerebral palsy and even death, according to the World Health Organisation.

Even more troubling is that March of Dimes found that the problem disproportionately affects minority women. According to their study, black women have a 48 percent higher rate of preterm births than any other race.

The problem of preterm births exists in varying degrees across the country. While states like New Hampshire, Oregon, Vermont and Washington all meet the organization’s target rate of 8.1 percent, other states fall sharply on the opposite side of the spectrum.

Alabama, Louisiana and Mississippi all received F’s on their individual report cards, with all three states having rates higher than 11.5 percent. The rate of premature births could possibly be a confluence of multiple factors, such that all three states have poverty rates exceeding 17 percent, according to Poverty USA.

The March of Dimes has set a goal for the US to reach a national rate of 8.1 percent preterm births by 2020, but Edward McCabe, the chief medical officer of the organization, feels that the issue needs more attention before it can get fixed.

"We feel that this is a recognition that we need to work harder as a nation, that we need to focus," he told NPR.

However, the financial implications of preterm births could inspire more preventive action from lawmakers. Premature births have cost the US an annual $26 billion in avoidable medical and societal costs, according to a 2005 report from the National Academy of Medicine.

This is further bad news for the state of motherhood in the US. Last month, the US was found to have a maternal mortality rate higher than Libya and Palestine. The problem was particularly compounded in Texas, where the mortality rates were the highest in the industrialized world, where the rates were also increasing so much that researchers found it strange "in the absence of war, natural disaster, or severe economic upheaval."

In May 2015, the US was named the worst developed country in the world for a mother, ranking 61st globally in maternal health, according to the State of the World’s Mothers.

Italian police torture, abuse refugees in ‘hotspot’ camps amid EU pressure – Amnesty

Italian police have reportedly used batons and Tasers to coerce migrants into being fingerprinted under EU regulations, Amnesty International said in a new report. Many cases potentially amount to torture and abuse, the group stated.

The Amnesty International paper, which includes dozens of migrant testimonies and witness accounts, particularly criticizes the controversial ‘hotspot approach’ advocated by Brussels, meaning that incomers are often identified in Italy – their first point of entry into the EU – to prevent them from claiming asylum elsewhere in Europe.

Amnesty claimed that due to the EU’s inability to shape a reliable asylum system, the approach has turned into “buzz words” and “a sticking plaster.” It has also put pressure on the Italian authorities, the group says, as they are directed by the European Commission initiative of 2015 to fingerprint and identify 100 percent of arrivals.

Italian police officers were subsequently given the right to apply “proportional use of coercion” against refugees not cooperating in giving their fingerprints, which in turn led to the alleged cases of the use of excessive force, torture and illegal expulsions of asylum seekers, the rights group said.

Of the 24 reports of inhuman or degrading treatment collected by Amnesty field experts, 16 cases involved beatings. In several cases, people also said they had been given electric shocks or had been subjected to sexual humiliation.

“They took us to the port of Bari... Then in groups of 22 we were taken to a police station by bus,” a 19-year-old Sudanese named Castro told Amnesty. “The police were asking us to give the fingerprints. I refused, like all the others, including some women.

“Ten police came and took me, first, and hit me with a stick on both the back and right wrist. Some took my hands back, some held my face… Then they used a stick with electricity, they put it on my chest and gave me electricity.

“I fell down, I could see but not move. At that point, they put my hands on the [fingerprinting] machine.”

A 16-year-old boy, Ishaq, and a 27-year-old man both said police officers had inflicted severe pain to their genitals. The man told Amnesty that officers in the town of Catania beat him and gave him an electric shock, before making him strip and using a pair of three-pronged pliers on him.

“I was on a chair made of aluminum, with an opening on the seat. They held [my] shoulders and legs, took my testicles with the pliers, and pulled twice. I can’t say how painful it was.”

Ishaq, who is from Sudan, said he was sexually humiliated by officers in a police station inside Turin rail terminal. After the officers took a group of refugees into a room, “they made us undress… the policemen started laughing.”

Then, as he resisted fingerprinting, police officers allegedly resorted to more.

“They held me by my four limbs, one person for each. The fifth pulled my penis down until she got me seated. At that point one took a photo of me, while another one was turning my head towards the camera. And they managed to put my hands on the fingerprinting machine.”

In a separate case, refugees in Catania were deprived of food and water upon disembarkation until they accepted being fingerprinted. “It was midnight. We had not received any food or water, while those giving fingerprints had been given sandwiches and water,” another asylum seeker told Amnesty.

“In their determination to reduce the onward movement of refugees and migrants to other member states, EU leaders have driven the Italian authorities to the limits – and beyond – of what is legal,”said Matteo de Bellis, Amnesty International’s researcher on Italy.

Italy, which lies on the ‘frontline’ of popular migration routes across the Mediterranean, has taken more than 153,000 asylum seekers this year, according to Foreign Ministry data released in late October. Only 1,200 people have been relocated from Italy so far, out of the 40,000 that the EU had promised would be moved.

The massive influx of refugees and migrants has given rise to far-right movements in Italy and other European countries, which exploit popular fears of the perceived threat to Europe’s cultural identity from predominantly Muslim newcomers. Over 305,700 non-EU asylum seekers arrived to European states in the second quarter of 2016 alone, according to the latest Eurostat figures.

A coffee shop that is set open in Switzerland where customers can receive oral sex while they drink is considering using robots rather than real-life prostitutes.

The outlet, which is due to be up and running in Geneva by the end of the year, was due to see men order a coffee before choosing their prostitute on an iPad.

Patrons would pay more than £40 for the hot drink and sex act, according to the firm Facegirl, which is modelling the idea on similar establishments in Thailand.

However, as the cafe has yet to receive the seal of approval from authorities in Geneva, the company behind the plans say they could use sex robots instead of women to carry out the services on offer.

Bradley Charvet from Facegirl told the Local that he had already been in contact with an American firm that manufactures the lifelike robot-women that cost up to £2,400.

He estimates that between six and eight robots would be installed in the cafe.

It comes after plans for the cafe were announced in June, when Facegirl said men would order what they want and then sit at the bar.

'In five or ten minutes, it's all over,' Charvet told newspaper Le Matin.

The 'coffee' would be the most expensive in the city at 60 Swiss francs - along with a five franc surplus for the drink.

But the plan came under fire from some quarters, with one anti-prostitution group claiming it would only benefit the men involved in setting up the business.

According to The Local , prostitution is legal in Switzerland with sex workers required to have permits to operate.

It reports that businesses must register as massage parlours if two or more prostitutes are working there.

Normally a constant presence by Clinton's side for much of the campaign, Abedin has been off the campaign trail for five days.

A Clinton aide said Tuesday that Abedin was working from the campaign headquarters in Brooklyn.

Asked if she is staying away from the campaign plane because of the optics, the aide demurred.

"I wouldn't draw too many conclusions," the aide said.

Abedin's lawyer said Monday that the longtime Clinton aide, who started working with Clinton as an intern in the White House, had not been contacted by the FBI.

"She is there in Brooklyn and happy to cooperate if they ever want to talk to her. She has been very cooperative throughout the process," the aide said. "We don't see any reason, though, that they will need to. But, you know, there is a lot to wrap up this last week or two."

Abedin has hosted a number of fundraiser for the Clinton campaign and is likely one of Clinton's most recognizable aides. Supporters regularly ask her for photos at events.

Tickets to Thursday's fundraiser run from $500 to $10,000.

The event is being hosted by Constance Milstein.
