As nogames mentioned, nothing in this stimulus is intended for the long run. In the short run it doesn't matter where or how we spend the money. All that matters is the government takes out a big loan and spends it to make up for people not taking out enough loans. The simple act of printing, borrowing, and spending 1 trillion dollars, will create another 100 trillion in currency.

Debt = money for you and I in the short run.
