"For a President to be impeached for "high crimes and misdemeanors",
formal charges known as "Articles of Impeachment", which state the
allegations, are introduced at the House of Representatives where they
may be debated and, if consensus for a vote is reached, voted upon. If
any of the articles are approved by a simple majority, then the
President is considered "impeached" and would then be tried by the
United States Senate to determine his guilt or innocence. If a President
is found guilty by two thirds of the Senate on any charge, the
Constitution states that he must be removed from office and replaced by
the Vice President. In the case of President Bush, if he were
successfully removed from office, Vice President Richard Cheney would be
immediately sworn in as President.

"There have been nine formal attempts to impeach a United States
President. Four of these resulted in articles being referred to the
House of Representatives: John Tyler, Andrew Johnson, Richard Nixon and
Bill Clinton. Of these four, only two were actually impeached by the
House: Andrew Johnson and Bill Clinton. Richard Nixon resigned the
Presidency before the full House could actually vote. However, his
impeachment and conviction was virtually certain in the face of the
Watergate scandal. Both Presidents Johnson and Clinton were acquitted by
the Senate following their subsequent trials. In addition there have
been numerous impeachment movements of various sizes directed at visible
members of the government, most notably the movement to impeach then
Chief Justice Earl Warren."

to grant Reprieves and Pardons for Offences against the United States,
except in Cases of Impeachment. [emphasis added]." So even when there is
no chance of conviction in the Senate, if follow-on prosecution in the
courts is likely, there is strong reason for a president to resign
before getting impeached. Richard Nixon, for example, resigned while he
was still pardonable and was pardoned one month later by his
presidential successor, Gerald Ford"

Surprise, surprise, the administration is misusing its intelligence
gathering powers.

It's all over the news that the FBI abused its authority under the
PATRIOT Act. Lost in all these revelations about our top law enforcers
breaking the law was this item of criminal cover-up:

Privacy Board Clears U.S. Spy Programs
Remember when the President of the United States started illegally
spying on Americans in violation of the Foreign Intelligence
Surveillance Act way back in 2001? Well, this same criminal
administration decided it needed to police itself, so it set up a
five-member Privacy and Civil Liberties Board in 2005. Last week, the
board issued its report. Surprise, surprise, the illegal spying program
got a clean bill of health.

How does the Emperor continue to get away with whitewashing his
impeachable crimes? He appoints his good buddies to investigate him ...
Bush appointed [Carol] Dinkins, a Republican, to chair the board. A
longtime friend of the Bush family, she was treasurer of Bush's first
campaign for governor of Texas, and she is a longtime partner in the law
firm of Vinson & Elkins, where Gonzales was once a partner.
... and, hey presto, no criminal activity here!

if someone can finally come out and PROVE that President Bush hs in fact
done illegal crimes then yes he should be impeached. However, at this
point, all to be said on the subject is hearsay.

Attorney General Alberto Gonzales

The President, Vice President and all civil Officers of the United
States, shall be removed from Office on Impeachment for, and Conviction
of, Treason, Bribery, or other high Crimes and Misdemeanors. - - ARTICLE
II, SECTION 4 OF THE CONSTITUTION OF THE UNITED STATES OF AMERICA

President George W. Bush, Vice President Richard B. Cheney, Secretary of
State Condoleezza Rice, Secretary of Defense Donald H. Rumsfeld, and
Attorney General Alberto Gonzales have committed violations and
subversions of the Constitution of the United States of America in an
attempt to carry out with impunity crimes against peace and humanity and
war crimes and deprivations of the civil rights of the people of the
United States and other nations, by assuming powers of an imperial
executive unaccountable to law and usurping powers of the Congress, the
Judiciary and those reserved to the people of the United States, by the
following acts:

1) Seizing power to wage wars of aggression in defiance of the U.S.
Constitution, the U.N. Charter and the rule of law; carrying out a
massive assault on and occupation of Iraq, a country that was not
threatening the United States, resulting in the death and maiming of
over one hundred thousand Iraqis, and thousands of U.S. G.I.s.

2) Lying to the people of the U.S., to Congress, and to the U.N.,
providing false and deceptive rationales for war.

3) Authorizing, ordering and condoning direct attacks on civilians,
civilian facilities and locations where civilian casualties were
unavoidable.

4) Instituting a secret and illegal wiretapping and spying operation
against the people of the United States through the National Security
Agency.

5) Threatening the independence and sovereignty of Iraq by belligerently
changing its government by force and assaulting Iraq in a war of
aggression.

6) Authorizing, ordering and condoning assassinations, summary
executions, kidnappings, secret and other illegal detentions of
individuals, torture and physical and psychological coercion of
prisoners to obtain false statements concerning acts and intentions of
governments and individuals and violating within the United States, and
by authorizing U.S. forces and agents elsewhere, the rights of
individuals under the First, Fourth, Fifth, Sixth and Eighth Amendments
to the Constitution of the United States, the Universal Declaration of
Human Rights, and the International Covenant on Civil and Political
Rights.

7) Making, ordering and condoning false statements and propaganda about
the conduct of foreign governments and individuals and acts by U.S.
government personnel; manipulating the media and foreign governments
with false information; concealing information vital to public
discussion and informed judgment concerning acts, intentions and
possession, or efforts to obtain weapons of mass destruction in order to
falsely create a climate of fear and destroy opposition to U.S. wars of
aggression and first strike attacks.

8) Violations and subversions of the Charter of the United Nations and
international law, both a part of the "Supreme Law of the land" under
Article VI, paragraph 2, of the Constitution, in an attempt to commit
with impunity crimes against peace and humanity and war crimes in wars
and threats of aggression against Afghanistan, Iraq and others and
usurping powers of the United Nations and the peoples of its nations by
bribery, coercion and other corrupt acts and by rejecting treaties,
committing treaty violations, and frustrating compliance with treaties
in order to destroy any means by which international law and
institutions can prevent, affect, or adjudicate the exercise of U.S.
military and economic power against the international community.

9) Acting to strip United States citizens of their constitutional and
human rights, ordering indefinite detention of citizens, without access
to counsel, without charge, and without opportunity to appear before a
civil judicial officer to challenge the detention, based solely on the
discretionary designation by the Executive of a citizen as an "enemy
combatant."

10) Ordering indefinite detention of non-citizens in the United States
and elsewhere, and without charge, at the discretionary designation of
the Attorney General or the Secretary of Defense.

11) Ordering and authorizing the Attorney General to override judicial
orders of release of detainees under INS jurisdiction, even where the
judicial officer after full hearing determines a detainee is wrongfully
held by the government.

12) Authorizing secret military tribunals and summary execution of
persons who are not citizens who are designated solely at the discretion
of the Executive who acts as indicting official, prosecutor and as the
only avenue of appellate relief.

13) Refusing to provide public disclosure of the identities and
locations of persons who have been arrested, detained and imprisoned by
the U.S. government in the United States, including in response to
Congressional inquiry.

14) Use of secret arrests of persons within the United States and
elsewhere and denial of the right to public trials.

15) Authorizing the monitoring of confidential attorney-client
privileged communications by the government, even in the absence of a
court order and even where an incarcerated person has not been charged
with a crime.

16) Ordering and authorizing the seizure of assets of persons in the
United States, prior to hearing or trial, for lawful or innocent
association with any entity that at the discretionary designation of the
Executive has been deemed "terrorist."

17) Engaging in criminal neglect in the aftermath of Hurricane Katrina,
depriving thousands of people in Louisiana, Mississippi and other Gulf
States of urgently needed support, causing mass suffering and
unnecessary loss of life.

18) Institutionalization of racial and religious profiling and
authorization of domestic spying by federal law enforcement on persons
based on their engagement in noncriminal religious and political
activity.

19) Refusal to provide information and records necessary and appropriate
for the constitutional right of legislative oversight of executive
functions.

20) Rejecting treaties protective of peace and human rights and
abrogation of the obligations of the United States under, and withdrawal
from, international treaties and obligations without consent of the
legislative branch, and including termination of the ABM treaty between
the United States and Russia, and rescission of the authorizing
signature from the Treaty of Rome which served as the basis for the
International Criminal Court.

I say again, let these accusations be proven. If proven I will support
it one hundred thousand per cent. But if youcan not prove it, then get
off your horse, and quit tryingto cause public dissent.

And personally, as afr as the issue of the president appointing friends
and allies to key offices? It is a very simple fix.

We the people vote them in, just like we do congress, and president
already.

The great concern of the Constitution was that there never be an
imperial presidency disregarding law and usurping powers of the
government and the people. This is further revealed by two provisions in
Article II of the Constitution. The final clause of Article II, Section
3, which follows the recitation of Presidential powers and duties set
forth in Sections 2 and 3, provides "he shall take care that the Laws be
faithfully executed..." The last paragraph of Article II, section 1
prescribes the Oath or Affirmation to be taken "Before he enter on the
Execution of his Office" ... "I do solemnly swear (or affirm) that I
will faithfully execute the Office of President of the United States,
and will to the best of my Ability, preserve, protect and defend the
Constitution of the United States."

By the impeachment power, the authors of the Constitution intended to
prevent the emergence of a tyrant, or despot in the form of a President
who could destroy "the Blessings of Liberty to ourselves and our
posterity."

Sound like Bush? Does to me, and you can deny it all you want dan, its
in the works. Mind you I think they should wait until hes out of office
and then try him. Then he wont have his croonies to back him up and it
would do less damage to the country, but its happenning. Watch the news,
and I voted for him the first time but he abused his power repeatedly,
and that was just his first term.. LMAO I didnt vote for him last time
Im not that dense. Fool me once shame on you, Fool me twice shame on

I dont know why you had to create another thread for this. there was
already one, but thats ok. It dont matter, eithger thread Bush is a
dictator when he goes against the People and Congress when his actions
are not supported by a majority, and he is far, far from a majority.

Even as we speak, he is putting American soldiers lives at risk by
vetoing the spending bill approved by Congress. All because he thinks
hes right in his agenda when 67% of the pop thinks hes wrong and the
majority of our elected leaders have voted according to the peoples
wishes. That is the actions of a dictator if Ive ever heard of one.

Fanta, it seems to me this is another ploy to dis-credit the current
administration in an effort to gain control of the office of presidency.
with the exception of the war on Iraq each president that has been in
office the last 30 yrs or so has used the powers of office in the same
fashion as Bush.

I find it simply silly to bring these charges at this time. Bush like
many presidents before him has lost popular opinion polls and as a
result these memebers of congress and the senate have decided to use it
to thier own advantage. Once again it shows with impunity how they are
able to waste taxpayers money, and valuable resources to follow through
with these proceedings.

I can remember these calls for impeachment as soon as the war on
terrorism/Iraq/Afganistan were begun. Those who are now pushing this
proceeding were the ones who were circumvented by presidential order to
begin the invasions. Is there something wrong here?

These so-called "Articles of Impeachment" are a power play in an attempt
to show the people who is really boss, and to gain more control of the
Presidential policies.

You posted the charges, now post the facts. Show me where our president
invaded another country with the PURE intention of seizing complete
control of the soveriegn countries Iraq or Afganistan. Seems to me if
this were the case elections would not have been held in Iraq. Seems to
me that Afganistan is still a soveriegn country, however the ruling
Taliban were removed to a more democratic government.

If you think you understand what it takes to impeach a president lets
have a debate on the finer points on what is considered Soverienty and
taking control of another countries Soveriegnty.

In most cases when "Impeachment" is discussed it is dropped for usually
one reason, it is necessary by the terms of "Impeachment" to prove the
individual used his position in office for PERSONAL GAIN AND USED his
powers AND the Powers of the Government to Break the Laws of the land.

This is only part of what must be Proved to "Impeach" a persident. Can
we say abuse of Police Powers? This is what must be Proved to impeach a
president.

Show me where he Abused his powers of office and then I will accept
these preceedings. Otherwise your post is only another attempt to
dis-credit our current presidency.

I would like to discuss this at length today, however I think I am going
Fishing today and won't be around for a while.
