It's not a new concept. In fact it's old. Only now it has been electronic for quite some time. You think you aren't catagorized by every single click and meta data that you have ever done on the internet? Think again. It was ALL saved, by, yes, Google, Yahoo, AIM, FaceBook....on and on....and given to the NSA who shares with even local police. PROVED! There forever to put you into those special FEMA camps.
