Personally I find that yes since you share your life with a person with time you never know you can have children with so it's a good proof of love

It should be but often it isn't. Many people get married for other reason, like safety & security, status, religion, financial reasons, these days also to get to stay in a country and so on.
I also know people who got married as they wanted children and it's easier legally when you are married as certain things are then automatically taken care of by law. For instance the man automatically being the child's official legal father, children being able to use his name and so on.

Would there be penalty points for offence an bans and could you loose it all together for like being drunk in control of a wife ??? Running a wife in unmarriageworthy condition ???

We used to have handfasting, the pagan marriage, which lasted for a year, then people could part ways or renew.
This system was ruined by men --> patriarchal society --> church & religion, because men wanted to be in control and power.
The 'old' society respected women as equals as it should be, and recognized that especially women were the ones who could connect with Spirit because we have natural intuition and so on. It was always the High Priestess who did this.
Even the Romans had female goddesses and respected the pagan gods & goddesses.
Until Christianity came along, putting man on a pedestal and woman in the gutter. Church (= male society) wanted the power over spirituality and thus out of the hands of women so they did what they could to make us second rate citizens with no voice anymore.

So if you are unhappy about what happened to you and the current state of making relationships legal... Blame men, patriarchal society, religion & church, and be happy that we're moving away from that :)

Have you ever heard the song - "What's love got to do with it?"

There are countries and cultures today where marriages are still arranged and often decided when the couple are still children...

Of course there is still the rule in many cultures and societies that you marry for status and wealth...and also that you don't marry outside your "kind"

so where is "love" in all of the above?...

Isn't it intangible , yet also tangible
And forgive me for saying, but that definitely sounds like a female question.
Prove that you love me, and buy the next round, if you liked it, then you should've put a ring on it, scratch my name on your arm with a fountain pen, this proves, you really love me
The short answer would be no, perhaps it should, perhaps its better it's not, in fact yes, it's better it's not

It can be. It's not inherently a proof of love.
Nothing is.
Love is internal.
Everything external is communication.
Marriage can be a means of communicating love. To a partner, or to society through a ritual/ceremony.
So could pooping in a cup; depending on the people, relationship, culture.
