Marines and Navy are separate branches, although the do work together a lot. There are suppose to be six branches of the military now, the four main ones are the Marines, Navy, Army, and Air Force. There is also the Coast Guard which is kind of a branch and now the new Space Force. the United States Marine Corps (USMC) is part of the Department of the Navy. While they are a distinct, independent branch of the armed forces with their own command structure, the Marines fall under the civilian leadership of the Secretary of the Navy, operating closely with the U.S. Navy for logistics and transport.

Then with your logic they are all part of each other since they all fall under the Commander In Chief, the president... The Marines have always been a part of and basically under the jurisdiction of the Navy.
