Moses lived during the old covenant. In the old covenant people were saved by their works. In the new covenant people are saved by our faith in the only begotten, Jesus Christ.

Or in more simple terms, in the first covenant we were saved by our works. In the new covenant, we are saved by the grace of God, faith.

Not specifically, no. The babies will not be thrown into the lake of fire for they don't have the conscious thought to make a choice in either belief or disbelief. And all others would be according to God's judgement. If one never even heard of Jesus Christ, how would they be punished for denying him as Lord and Savoir? They couldn't. I know not specifically what they're judgement will be, as that is up to God. But again, I ask. If one had never even heard of Jesus, how could they have made the choice to deny him or not?
